In addition to your network provider, the SMSC should be enabled on your phone. Invalid SMSC can cause the problem. Make sure that the SMSC setting is enabled and that it is set correctly in the settings. If the setting is correct, the text should be sent. If not, contact your network provider and see if there are any other settings you need to change to get the problem resolved. Then, check the SMSC to be sure that your message is enabled.
